The Comprehensive Environmental Response Compensation and Liability Act, (CERCLA) AKA SUPERFUND is a law that sought to hold those not taking responsibility for their actions of dumping waste in the past accountable for their actions. Superfund studies have shown that over 80% of the money set aside by the government went to litigation and not the clean up of the sites.
