The Marcellus Formation also classified as the Marcellus Subgroup is marine sedimentary rock found in eastern North America ; it extends throughout much of the Appalachian Basin. The shale contains largely untapped natural gas reserves, and its proximity to the high-demand markets along the East Coast of the United States make it an attractive target for energy development. The Center for Safety & Environmental Management (CSEM) provides robust safety training and consulting services to government and corporate entities. CSEM offers state-recognized, university-accredited Continuing Education Units (CEUs) for Marcellus Shale training and education.

Politically groups of environmental activists, uniformed community members and state delegates are calling for a moratorium on new drilling permits in the Marcellus shale until new regulations are passed, but for economic reasons current governing bodies are saying this is “absolutely not” an option. The debates in wake of the 2011 legislative session, when lawmakers passed new tax breaks to encourage Marcellus shale drilling but not the regulations some lawmakers say are needed to protect the environment and people’s property rights.
